California's plastic bag ban - Who should I write a policy memo to in order to propose the policy?

This is an assignment of a class. I am writing a policy memo to suggest California to have a state plastic bag ban. I know a plastic bag ban bill was failed in Sep this year. If I still want to write a policy memo to propose them to reconsider the ban, which person should I write to? Who can swing the vote and who is blocking the bill?





Thank you!|||The liberals here in my hometown tried to ban them and people stormed the Town Hall and let them know in no uncertain terms that they were to do no such thing.



Personally I think the state lacks the authority to ban them since they are a part of a private transaction. The government has no business sticking its nose in.
