What is the difference between a memo and a bulletin?

They both inform department in a company about changes and other news, I do not see the difference.|||A memo usually goes out to individuals, like being put on their desk whereas a bulletin is usually posted somewhere for everyone to look at, thus the origin of the bulletin board.|||bulletins are not as specific as a memo and bulletins are on a board :P
